scrolling pages

hi, I've got a problem that causes any page or window to
scroll sort of like in a slow wave motion instead of the
smooth effect that is normal. I'm running XP Home.

Internet Options> Advanced: enable smooth scrolling.
Also check Mouse or Touchpad settings for scrolling preferences. Check
Control Panel for these items. And, if present, settings in supplemental
software for these devices that run outside of control panel.
