Scrolling in Excel Spreadsheet suddenly DISABLED

I can no longer, as of 5 minutes ago, scroll either with my mouse OR the
arrow keys on the keyboard.
 
Make sure you don't have panes frozen or anything.

Window - Unfreeze Panes

Does this happen with all of your Excel programs? Is it happening with any
other Office program?
