Scroll bar

Lately, clicking on the right scroll bar in IE & OE6 moves the page 2 pages
or more instead of one. Seems that I remember this happening once before.
Page up and down work fine. Any ideas?

IE 6.0.2800.1106
OE6 6.0.2800.1123
