scroll bar skips a page

When I click on the scroll bar on the right side of a
browser window, it skips a page.

I expect that clicking on an open portion of the scroll
bar would page up or page down, depending on whether I
click above or below the current page tab. If I click on
the open portion of the scroll bar at a location which is
within the area of the consecutive page, it properly
pages up or down by one page. However, if I click on it
in a location further than one page away, it will
automatically page up or down by 2 pages, thereby
skipping exactly 1 page. Why is this, and can I fix it?

the idea is to use both hands and not moving cursor all
around the screen (pressing: scroll bar - back - go - etc)

if one-handed this allows you to take hand off mouse and
lessen carpal tunnel thing.

The double scroll was introduced with Msft's Q824145 security patch. You
can uninstall the patch by going to control panels | add/remove programs.
Be sure to use the arrow keys to look for it, as this bug also affects this
window (at least it did in my W2K machine). Be aware that you are opening
yourself up to security issues if you uninstall this patch.
