scroll bar scrolls more than a page at a time

When I click above or below the scroll bar to the right
of the screen, it scrolls more than a page at a time. It
used to scroll one page at a time.

This is a known bug introduced by critical update 824145.
You can click immediately under the slider or drag the slider.
You can use Page Down.

Microsoft keeps deleting posts critical of them on this
issue without actually addressing the issue.

They have not 1) added it to the knowledge base, nor 2)
indicated when a fix will be available.

So here's a challenge to Microsoft - you missed a big,
blantent, obvious bug in the QA process. Even basic
testing would have found this one. Own up to it, fix your
QA process, leave this post in place, and reply with an
expected resolution date!

If you uninstall KB824145 to get around this, you should
install KB828750, the previous (October) IE security roll-
up. Looks like MS has no fix to this in the Jan round of
updates either.
