Scroll Bar Causes Pages to Wave

When I use the right scroll bar on internet pages, the
page contence waves to a new position rather than making
a smooth movement up or down. It act as though the
refresh rate needs to be adjusted.

Any ideas how to fix?

You probably need an updated video driver. Check with the manufacturer of
your video card.
