screensaver on log on screen?

Hi,
How do I configure the screensaver to come on when no one
is logged into the PC? I tried configuring it in the
administrator accounts for the server and that PC, but It
doesn't work. An XP screensaver does come on when no one
is logged in. But we would like to display a marquee with
the companies name.
