Screensaver no longer works - XP

I went to Display, Screensaver, select a screensaver and
the On Resume area is "gray" and it wont let me check the
box. I can't figure out how to reactivate it. Any ideas?

and the screensaver was never started manually.
 
Is this your home machine or possibly one at work in a Windows domain? It
is possible that a Group Policy from the domain is restricting this. Run
GPEDIT.MSC on your machine to determine is any local policies regarding
this are defined. Look in User Configurations -> Administrative Templates
-> Control Panel -> Display.
You will see several policies that deal w/ the screen saver. Are any of
them defined?

One in particualer is called Password protect the screen saver. This
setting also disables the "Password protected" check box on the Screen
Saver tab in Display in Control Panel, preventing users from changing the
password protection setting.

It is a home machine connected by cable to my internet
provider. GPEDIT.MSC does not exist on my PC and I
cannot locate the User Configurations spot you mentioned
as well. Any other ideas?
