Betty, you "should" be able to move that taskbar.
But then I went and tried it, and this time I failed!

Here is what OUGHT to work:
1. Right-click on a blank part of the taskbar.
2. Make sure that the item "Lock the Taskbar" is NOT checked.
3. Take the mouse and move the cursor to the edge of the taskbar. Watch for
the cursor to turm into a double arrow.
4. Click and drag the task bar to a better location.
5. Repeat Step 1, and LOCK that taskbar!

What happened to me is that I could only make the task bar "grow." I moved
it recently, and now I've lost my magic powers, I guess.
Hope you have better luck than I did.

To move the taskbar, grab the label for the taskbar and not
just an edge.

I presume you mean the 'TaskBar' including the Start button at one end..
R-click in it and make sure that 'Lock the taskbar is not checked (if it
is, click that). Then grab hold of the bar with the left mouse button
and drag it to which ever side of the screen you want - as you let go
it will snap across into place
