Screen starts flashing after log-in

We have been having a problem with our new computer that I hope someone can
help me out with.

We got the computer in Jan '07. It is a Dell dimension 061 with Windows XP
Professional.

Soon after we got the computer the screen started flashing sometimes after
someone logs into their account. The images are broken up and look like
MS-DOS style - if that makes any sense. The keyboard and mouse still work
when the screen flashes on and off, and we are able to restart the computer
properly inbetween flashes. There are no error messages, everything restarts
normally. This usually happens once every day or so (to all user accounts).

If anyone knows what could be causing this and how to fix it please let me
know.

It reads like a hardware problem, possibly with the monitor. Check the
cable between the monitor and the graphics card first, to see if it's
loose, damaged, etc.. Since there's no crash, I doubt it's the graphics
card. Try a different monitor as a test.
