How can I give users other the Administrators access to the "Screen Saver"
tab withing the Display properties?

Users are not, by default, prevented from accessing the screen saver
settings. You likely have a Group Policy setting being applied...
Look in User Configuration > Administrative Templates > Control Panel >
Display, this is where all the screensaver settings are applied
