Screen Saver Disabled but still displays Marquee

I've been searching the registry to try and find just how it is possible that under Windows 2000 (have seen this on NT4) that a screen saver (marquee in this case) is running even though in the display properties it is set to disabled

I've check HKCU\Control Panel\Desktop, it displayed ScreenSaverActive=1 but did not have SCRNSAVE.EXE

This has been recreated on 4 machines. It seems to make sense that this is a Windows issue, but I can't verify

Any help would be greatly appreciated.
 
Look in the HKUsers\.Default\Control Panel\Desktop
