Screen Resolution Setup

I am running Windows XP Home and I have connected an
older monitor to a computer which used to have a newer
monitor. I cannot get the older monitor to work-it just
keeps flashing colored lines across the screen, thus I am
unable to get to Control Panel. Can I change what I need
to change in setup? I am able to hit the "Del" key and
read the setup menu.
 
Boot into Safe Mode, fix the settings and then reboot normally.

Press F8 while booting to get to the boot menu where you can choose Safe
Mode.
