Screen refreshes frequently

My screen is frequently refreshing. This seems to happen whenever I save or
open something - a new program or even a file within a program. While
refreshing, the screen goes blank for a few seconds and then all of the
information, including desktop icons, are re-drawn. Information within
windows also goes blank. This problem seems to be getting worse in that it
occurs more frequently and the blank screen lasts for a longer period of
time. While this is happening, nothing can be done on the computer.

I am running WXP-Pro SP2 (the problem started before the SP2 upgrade). I
have a Dell 4400 w/1G RAM, dual 60G drives and a Matrox Millennium G450 dual
head graphics card with the latest driver.

I've scanned my drive with several spyware and virus programs and it's
clean. I also use Norton System Works regularly to correct registry
problems, although I can't be sure that it gets them all. Short of
reformatting the drive and starting over, is there anything that I can do to
find what's causing this and correct it? Thanks very much for your help.
 
this sounds like the icon cache being rebuilt.

did you alter the size of the icon cache?

google for "xp icon cache" for further info.
