Screen hangs when using CTRL+ALT+DEL to Lock computer

I have a user who uses this feature frequently during the day. Lately, when
he manually locks the computer, the screen appears to be blank except for his
wallpaper. He cannot use CTRL+ALT+DEL to bring up logon screen and has to do
a hard shutdown to regain access to his computer. If the computer locks on
it's own with the "screensaver" feature, the logon screen appears and
computer is fine.

The OS is WinXP w/SP2. Any ideas how to resolve this issue? He wants to be
able to lock his computer whenever he steps away.

I am not to sure about a "fix" but a workaround my be using the windows
shortcut: Flag (windows key, between ctrl and alt) and L at the same
time.
