screen freezes after dialup connection

Using XPHome, SP2. After I connect to my isp dialup, the screen freezes.
Can't get task manager, OE, explorer, etc. to start.
If I disconnect from my isp all the programs I attempted to start popup.
If I start express and then connect to my isp thru OE everything seems
normal.
If I connect to my isp first and wait it out, start OE and wait it out OE
starts.
 
I encountered a similar problem after updating to Windows XP
SP2 and have resolved it. Immediately after dial-up connection
the taskbar would freeze for a few (up to 10) minutes,
preventing me from starting new programs, monitoring the modem
status, etc. The previously started applications would still run,
though. The CPU usage was very small (1-2%).

To resolve the problem, go to Control Panel, Administrative
Tools, Services. In the list, look for the following services:
* IPv6 Helper Service
* SSDP Discovery Service
* Univeral Plug and Play Device Host

With each of the services that you find do the following:
double-click on it to open it, stop it if it is running, and
change its Startup type to Disabled.

Eric, thanks so much for posting this, after many months of this happening to
me, and on a new computer no less, and hours on the phone with the tech and
researching myself, I think my problem is finally fixed. Thanks again !!!!!!
