Scheme changes After Reboots

I like to use the Windows Classic scheme. But about 50% of the time I re-boot
it changes to Windows XP Scheme. I've watched it closely, and it comes up
immediately at the start if Windows, well before any tasks are started.
Is there something I can set to keep this from happenning?

Line 30. Windows XP Doesn't Save User Settings

The last one should reset Style settings. It MIGHT remember changes
after merging the registry entries.
