Can Outlook (connected to Exchange) be set to schedule sending of email to a
specific recipient to a specific time of day?

Yes it can. In the open email that you're composing, click on the Options
button. It will allow you to schedule your send date and time there.
 
Thanks. I meant, by default using a rule or whatever, a single recipient's
emails be delayed to be sent at a specific time of day without having to,
email by email, set the option?
