Scheduling a Message

We're using Outlook 2000 with Exchange 2003.
I have people that want a reminder message sent to the staff every month.

Example:
All staff,
There is a meeting on the first in the conference room at 3:45 PM.

The secretary doesn't want to have to remember to send it, but have a
recurring message (like a recurring appointment).

Ideas? Suggestions?

Why not create the meeting request once with the proper recurrence
specified? When the recipients accept the meeting, it will be added to
their calendar so that it appears every first of the month.
