scheduled tasks

Win 2000 Pro SP3; SP4 has never been installed;
new install, late 2004;
Workgroup, not domain;
no group policies;
No known problems prior to today.

Problem: scheduled tasks do not run
I am unable schedule a new task.
I became aware of the problem when I noticed that NAV had not performed a
full system scan since Jan 2005. A manual scan is possible. After obtaining
the latest updates, I scanned for viruses & found none; also scanned at
Panda. No spyware found by Ad-aware and Spybot.

Thus, I can't even enter a test of the task scheduler, for example to run
calc .

If I right click on a task [ previously scheduled, which will not run, or a
"new task" ], left click "properties", I am advised:
Task Scheduler
General page initialization failed.
The specific error is:
0x80090000f: object already exists.

Same error if I try to open a previously scheduled task, which will not run,
or a "new task".

I left click "ok". Then the page opens.

"run as" and "set password" are greyed out / inactive.

The "browse" button is NOT greyed out, but it is inactive.

The tabs are active [ thus, I can change a scheduled task's time to run ],
but after I re-boot, the settings are back to normal.


Steps I have taken:
Verify that I am logged on as a member of the Administrative group.
added permissions for user [ member of Admin group ] to have full control;
re-booted;
searched the internet & microsoft KB.

Is the 'Task Scheduler' service running? with local system account
credentials? Scheduled Tasks|Advanced|View Log may provide some details.

I found "advanced" in the menu bar, then "view log".

From Accessories > system tools > scheduled tasks, I find no "advanced".

From control panel > admin tools > services > task scheduler, I find no
"advanced".

Please educate me.

When I tried to turn on the service, I received the following error message:
