Schedule Task - Not running

I have a strange problem in one of my server.I want to schedule to a batch
file.
When i open > Controlpanel > Schedule Task, I'm not getting a option to
create a new schedule task.
Plz help

Server is running Windows 2000 Server Sp4. It is the domain controller as
well.

Note : Task Scheduler service is running in that server.

Can you schedule a task using at.exe?

at 9:50 c:\tools\SomeTask.exe
