Is there any way to schedule a disk defragger (Windows or 3rd party) to run
before Windows XP startup - just like you can schedule checkdisk to?

Yes. Start by purchasing PerfectDisk.

I use Diskeeper version 9 professional and it has options to do it for
you as you want it. I have set it to defrag it all day in background
and it takes less than 5 minutes!!

You can download the trial version and you can buy it cheaply from
AMAZON. I made a mistake to buy it direct from them but Amazon UK were
selling for 50% less!!!

You can try this one:
http://www.morphasys.com/autodefrag/

If this was my machine then I would not bother. Every
defragging action poses a certain risk to your hard disk,
as demonstrated by the occasional post in this newsgroup
about thrashed partitions. On the other hand the benefits
of frequent defragging are barely noticeable, if at all. It's
the "pissing in your wetsuit" syndrome: Doing it gives you
a warm feeling but nobody notices anything.

He didn't say how often he boots, but assuming that it's more
frequently than once a month or so, I agree.

Anyware but the USA, the electric company will force you to reboot at
least more than once/month. In the USA, about half the population loses
power for at least several seconds every month.

Nah! Even outside the US, many people have UPSs. A power loss of
several seconds isn't an issue.

The vast majority of home users do NOT have a UPS. I'd say 99% dont have
one.

under check
