Outook Calendar Problem

How do you setup meetings if most of the users are in difference time zone.

The time should be set for the location the meeting is being held at.
 
Do it the usual way - their calendar will adjust the appointment for the
time and time zone set on their computer.

I would put the appointment time and time zone in the message body so there
is no confusion. IE, Nov 18 at 10:15 EST.
