Will Defender run a scheduled scan if one has the computer powered on, but is
logged out (in other words, no one is logged in)?

This should work. The scan is initiated by the Windows Scheduled jobs
facility--which must not be disabled--and is run by a command-line app, and
the Windows Defender service--which is a system service run at boot.

So--it should work, and it should even wake from suspend to do it, I
think--I'd love to hear whether it really does!
