Saving webpages to my computer

I like to save web pages to my computer, nearly always
using the choice of "Web Page, complete (*.htm;*.html)."
I much prefer this over saving links in 'favorites,' as
when offline I can access whatever pages I have saved. The
problem is that occasionally a webpage can't be saved ...
sometimes not at all, regardless of how it is named when
saving, and then some others can be saved as long as I
don't change the file name to one of my own choosing.
However, about 95% of the pages that I try to save, I am
able to.

Here's the question: Is not being able to save a web page
something that the provider of that page is able to set? I
would imagine it is something that they determine whether
to allow or not, but I don't really know. Also, if that is
the case, is there a way to circumvent it. As I have
noticed in the past in these forums, there are mostly
posts with questions, and few answers. Seems to me that
the large and highly profitable Microsoft company could at
least have a few lowly paid folks monitoring these forums
to provide REAL AND TIMELY answers -- you know, something
like students or interns who needn't be paid much more
than the minimum. Don't count on it, though. Oh, do I

AFAIK, this depends on the kind of page you're trying to save. Some things
like online forms, dynamic content, etc., won't work.
