After I've created a photo gallery, I am not allowed to save it as a webpage
or HTML file, but am told to save it to a "FrontPage based web site." Can I
save it otherwise?

When you start FP, you use File Menu | Open Web / Site before you start working on the content for
your web site. All content must either be created or imported into the current open web / site
before it is used within the web site.

On your computer is fine.
Just have FrontPage create a new web, it will ask where to save it.
