Saving pages

When I save a page that has multiple links and textboxes on a layer it saves
fine and I publish it. The next day, when I open FrontPage the elements have
shifted and many are no longer on the layer. The webpage on my host will
still be fine. If If I try to restore the file by bringing it back through
publish nothing changes. Still a mess. What is going on?
