Saving CSV file: IE Prompt , is it a Bug?

When I try to browse a site that has a "CSV file",I click the link and
I get a prompt for saving the file, The "Always Ask " checkbox is
always disabled, Based on the contents in this article

the CSV file extension is not among the list of Unsafe files, but
still this options is disabled, is there anyway to get rid of this
window ???

Thanks so much for your reply, I didn't go thourgh the whole article,
But I did fix it by just deleting the csv extension from the file
types. It worked..
