Is it possible to save a specific toolbar, including its location--for
example, the reviewing toolbar docked on the side of the screen--in a
startup template? If so, how? I cannot find the answer anywhere....

Yes, it's possible to save a CUSTOM toolbar in a template. Changes made
to *content* of a built-in toolbar can also be saved in a template. But
I believe the position is controlled by the last window you were in. You
could, however, use a macro to explicitly change the position when a
doucment attached to the template is opened (name the macro AutoOpen).

Does this give you an idea of how you want to proceed?
