Saveas CSV with data in "quotes"

Is there a quick and dirty way to save an XLS as a CSV
where all field data (including the headers) are enclosed
in double-quotes? i.e.:

"First Name", "Last Name", "City", "State", "Zip"
"John","Smith","Bellevue","WA","00000"

You could write a macro that surrounds each field with double quotes.

Thanks, Dave. I happened to have Filemaker on my machine
and gave that a try. It did the trick.
