Save scanned pic file to.doc file

With Word 2003.
I have scanned a page of text which comes out as a picture file, when I
"save as" to a .doc file Word still treats it as a pic file and wont allow
me to edit the text.
It has a border around it that allows a pic type file to be manipulated.
How can I edit the text please.

You can't! A picture is a picture. You need to scan through OCR software.
You may have some OCR software in your scanner package or Office 2003
includes a rudimentary OCR package called Microsoft Office Tools > Document
Imaging which may be of use.
