Save file without toolbars

How can I save a file without toolbars?
And how can I do opposite?

Hi Alberto:

A file is not saved with toolbars unless a toolbar has been "attached" to
it.

The latest toolbar configuration is automatically stored in a file with an
..XLB extension.
