SATA HDD shut down

I have a PC with 2 SATA drives (Samsung) set up as C and D drives. I can set
the power settings so that the drives should turn off after 'x' minutes, but
they don't seem to respond. Is there an issue with SATA drives that prevent
their shutdown by Windows?
 
Not to my knowledge. However, it seems to be a "misnormer" to allow Windows
to power down hard drives. If you have not "tweaked" any XP services, you
should know that several XP servcies are still processing info after you
stop using your PC. The XP indexing service is normal set to scan hard
drives during in-activity times and is used for fast searches (I believe??).

I checked all the bios settings and can't find any that address the SATA
controller except one for Enable/Disable.

What is it that has to be tweaked to enable the "Turn off hard discs:"
control in the Power Schemes tab to be functional?
