I built a near silent PC for my wife using the Samsung SP drive, large heat
sink with 80mm fan on the CPU (spinning very slow), a fanless VGA card and a
300W Coolmax PS with 120mm fan.

They have reviews on products and how quiet they are and the Samsung SP HDD
is rated as one of the best. I made it even quieter by mounting it on super
soft rubber called Sorbathane. No vibration noise transfered to the case.
My new PC is an Athlon 64, 1GB RAM, ATI 9800 PRO with silent HS, a 400W
Coolmax 120mm fan PS, one 120mm case fan, two Samsung SP drives in RAID 0
and a modified Antec P-160 case. Its not what I would call silent but it is
very quiet and with high performance.
I think if more PC users (and builders) realized how quiet you can make a PC
with the right design and components, then there would be more of a market
for it and more parts made quiet.
