Safely Remove Hardware Utility

I need help coding (or finding!) some sort of application
that can remove a device (WLAN card) connected to a PCI
CardBus controller (safely remove hardware) without using
a mouse click as the method of selection; specifically, I
would like to make a call from a computer to STOP a
device on remote computer. Does anyone know what handle
(if one exists) to do this with without actually going to
the computer and using the mouse to stop the card
directly?
