safely deleting files

hi does anyone know if i can delete cache files safely

Which cache are you referring to?

If you mean Internet Explorer's temporary cache, open IE, select Tools,
select Internet Options, and select Delete Files.

If you mean by "safely" that they are unrecoverable by special tools,
you'll need specialized software for that.
