Pressing F8 should bring up a menu to select safe mode. Its possible that
for some reason Legacy USB isn't enabled in the BIOS, and you might have to
use a PS/2 keyboard...

If it continues to be elusive, next time start/run msconfig, and enable the
/safeboot option on the boot.ini tab. You will need to reverse it to boot
back to normal mode.
