Safe Mode

Windows Vista won't stop restarting in the "Safe Mode" and I have changed the
System Configuration to "Normal Startup". I get a blue screen with limited
services. What do I do to get it back to normal startup?
 
Use the Advanced Boot Options (press F8 before Windows loads) and try out the
options there (startup repair, lkgc, boot logging, etc.)

I can't get the safe mode to go away, even after pressing F8 (as you
suggested) nor can I get the restore to release (backup) data.
