safe mode

When I turn my computer on it runs in safe mode. I have tried to rboot
to turn it off but I cant. I can not get into my start button even to
go into msconfif and fix it. can somebody please help me.

in safemode do a
start > run > msconfig > boot.ini

at the boot tab, click button that
says check all boot paths...

then retry boot again...
