safe mode doesn't work

I have an XP Pro SP2 machine that will not allow me to go into Safe Mode.
When it is trying to get into Safe Mode, it gives me a Stop error. The error
is "IRQL_NOT_LESS_OR_EQUAL" and "STOP: 0x0000000A (0xF7C2A354, 0x000000FF,
0x00000001, 0x804E34DD)" I have looked up everything related to this
particular Stop error on Microsoft support and on Google, but nothing has
helped me. I have performed a repair install of XP, and I have re-installed
SP2, but that hasn't helped either. This only appears when I try to go into
Safe Mode. Normal Mode works just fine....mostly. I have also noticed that
my USB thumb drive is not recognized/will not initialize under Windows
anymore, but all my other USB devices (mouse and printer) seem to work just
fine. Not sure if that is related or not. I find it odd that Normal mode is
working ok, but not safe mode. Any suggestions as to what is going on???

Do you possibly have an older version of Nero's InCD installed? If yes,
then this has been known to cause your issue. Upgrading to a newer
version (or uninstalling if you don't use InCD) takes care of the
problem.

I will try the InCD fix....but I am anticipating that I may run into other
oddities on this machine, so a clean install may be my only route. We'll see
what happens. May be a day or two before I can get to it, as I'm out of
town, but I'll let you know what happens. Thanks for the responses, and if
