S-ATA disk won't spin down...

Hi,

I have set my fixed disk's spindown delay to 15 mins both in BIOS and from
w2ksp4's power management, but at least my S-ATA backup drive never stops.
How can I get this beast to stop when it is not used?

Thanks for any tips on this issue
