1) Does Access 2000,XP and 2003 have runtime version ?
2) What product I have to buy to compile Access application and sell to
end-user.
3) By using runtime version, Is it true that end-user need not to buy MS
Access.

1. Yes.

2. For A2000, Microsoft Office 2000 Developer Edition (MOD 2000)
For A2000, Microsoft Office 2000 Developer Edition (MOD 2000)
For A2003, it is known as Access 2003 Developer Extensions.

Will be hard to find MOD 2000 and MOD 2002 as they have been superseded and
no longer supplied by Microsoft.
