Runtime version of access/VB conversion

Is there a run time only version of access so that I can deploy a solution to
users that may be running different versions of office or may not have access
on their computer? IE: similar to the powerpoint viewer.

You need to purchase the developer's version of Access. It is a few
dollars more than the standard version however.
