What file extension is needed to allow an excel file to run without being in excel.

you have to use Excel to 'run' Excel workbooks. There is a Excel viewer
available at the Microsoft site

does not do anything

Just to add to Frank's answer, you CAN open and work on Excel
workbooks in some other spreadsheet programs like Quattro Pro. You
will, however, lose some functionality.

Again, though, the extension makes no difference.

A workbook never "runs" by itself; it's not an executable and can't be
made into one. It can only be used inside a spreadsheet application.
