Running 'Wireless network setup wizard'

We are about to roll out our kiosk machines (XP3 SP2) and we need to
support 'Wireless network setup wizard'.

I've created a flash drive using 'Wireless network setup wizard'. When
I insert it into the XPe machine and run the application, I get the
eror "The wizard could not create a wireless network."

This same process works on other XP SP2 (non-embedded) systems.

Is there a component that needs to be built into the Windows XPe image?

Note: We control the acccess point so we know what the SSID and WEP/WPA
key will be.

Wireless Zero Configuration
Primitive: Wzcsvc
Network Provisioning Service
