Running updateuid does not produce Uids

Per the article "Localize an Application" I tried to run " msbuild
/t:updateuid helloapp.csproj ".

Got this error:
: error MSB4057: The target "updateuid" does not exist in the project.
Done building project "helloapp.csproj" -- FAILED
Build FAILED
….
: error MSB4057: The target "updateuid" does not exist in the project.

As one would expect there were no Uid's in the Xaml after the above run.

Can anyone explain the reason for this failure?
