Running EXE with paramters

Is this EXE file on a server you own?

You could create a batch file containing the parameters, and pass a link
to that batch file.

I'm trying to send email which contains in its body some executable link to
some web page. For instance -
http://www.microsoft.com/someexe.exe

This works without problems.
Is it possible to pass also some parameters to this exe in the email body
and expect the exe to use the paramters? something like
http://www.microsoft.com/someexe.exe param1 param2
