running a program (or batch file) at logoff?

Is there an easy way that I can run a program when a user logs off of
their WinXP system? I'd like to run a simple batch file that displays a
pop-up reminding the user to fill in their timecard whenever they go to
log off...

You can use Group Policy to do this. User Configuration -> Windows
Settings -> Scripts (logon/logoff).
