Rundll32.exe error

Get message every time I try opening most items in Control
Panel. (Display - System, etc.)
"Cannot find the file "Rundll32.exe" or one of its
componnets."
 
A program you uninstalled has removed a registry key. When this happens the best advice I can give is don't install "that" ever again. Try returning Microsoft Internet Explorer to a prior version. Then apply your current Service Pack for Windows 2000. Then sfc /purgecache /scannow. Then return to your preferred Microsoft Internet Explorer. Then get the Cumulative November 2003 update. Reboot after each step here and when queried remove personal settings.
