RUNDLL Problem

I get a message every entry I do.
Reading:
"An exception occurred while trying to run
c:\windows\system32\btiein.dll,Download"

I've tried to delete it and it won't let me. It says
other users are running the program. It only happens on
my account site. I would love to get rid of it!
